w8 form

Hello, i have made an account on cherry.tv but to be able to receive payment they need me to upload a W8 form. I am not a residence of the US, what does it mean to fill in this form? I dont understand any of it. Does it mean i have to pay us taxes? And why? Can anyone help with this?
