Does anyone else seem to have a problem with their internet slowing when thy run skype?

my internet suck. I know that. on a good day my upload is maybe .49mb/s if I am lucky, but with the encoder my cam can run smooth. Well I started Skype and though it is just sitting there right now waiting for a message my internet slowed. I ran the test and with me running a site and Skype I was only getting .2mb/s. I know it is not my computer. I have a new one with an i7 processor. it is just slightly shy of being a gaming machine. I don't have any unnecessary programs on my computer. No games or anything, just the stuff that came on it and Skype and anything i use to run my cam. With that being said is there anything i can do that would speed my internet. NO I cannot change providers and I am running hte max DSL avialable to me. I am the last one in line from the hub and that also make me the farthest. Last year I had tech out here looking at it because I kept having problems and they were shocked I was running as fast as I was. My only reasoning for that is that where I live is primarily older people who do not have the internet and those that due have day jobs. Please give me good new and tell me I can do something. I have thought about Satellite internet but I would use all my available upload in the first hour of so of being on cam and it cost way more than I am paying now. I can not give up the cam sites yet and just run skype because I don't have clientele yet.
