Importing Contact Into Skype

So after 5 years I have been locked out of my skype account pretty sure a guy i refused a show for had me shut down but that is neither here nor there my issue is I have all my contacts backed up .csv and it use to be easy to import but for the life of me I cant figure it out HELP lol

I found this: the contacts (csv file) you imported from the skype page is just a copy or reference of your contact list. Thus, you have to add them manually on your new skype account and they need to accept your contact request
