Is it true that Chaturbate is allowed to sell any broadcast on their site to other sites?

In general, any content streamed over a camsite is property of the camsite - it is legal when they do.
You have (as camworker) to give up your rights on Media to the Broadcaster - that is even for Pictures taken by a photograph the same (in most countries)

These other sites you mention are for sure partner/webmastersites to gain traffic for the mainsite.

yeah, that's how they generate much of the traffic via whitelabel sites
