In North America (Canada and US) filing taxes is on an honor system.
perfect world everyone should be filing taxes to see what tax group they fall in and depending on how much they make they will pay the government taxes and if they are in a lower tax bracket or have a business that does not make a profit they will probably get money back from the government and get something a called a tax refund or tax credit.
You need to research your tax rules in your country maybe find an accountant or financial planner and see what are your options.
