Private loads on payoneer

Is any of you experiencing issues with private loads on payoneer ? It has been working just fine , but now it just says that it has been rejected by the bank/credit card company .
It has happened to me like 3 times by now from different people so i wonder if it`s a general problem or just a coincidence.

The thing is that i have received before from the same person with the same card .The person in cause has contacted the bank and they said that the problem comes from payoneer and they are to blame for the rejection .
I remember reading somewhere that they have a limit of private loads or something like that .I ve received just a few private loads untill now so i wonder it is really a limit to it ? Does anybody know any more details ?
I wonder if paxum has a problem with the private loads as well .Maybe you guys have more information about .
