What is W8 form?

Hello, i have made an account on cherry.tv but to be able to receive payment they need me to upload a W8 form.
I am not a residence of the US, what does it mean to fill in this form? I dont understand any of it.
Does it mean i have to pay us taxes? And why?

Can anyone help with this?

As a foreigner you have to send that document and the site gives it to IRS, i had w8ben as company and i had to file it as i am foreigner and i do not live in USA, CB has it too and all american companies. If you pay txes in your country they can't come after you but it's more of a proof for the site in fronT of IRS TO SHOW WHERE THE MONEY GO.
