Building a fan base

Hey everyone!
I was wondering if you guys could give me tips on building a fan base. I have a twitter, instagram and snapchat. I was told that I should charge a membership fee to have access to these accounts. But if I do that, how am I supposed to get exposure, or fans??
Also, I have a blog & twitter but there really isn't any traffic!
Can someone help me!?

I would definitely suggest making your IG private, and charge for your Snapchat and IG. Twitter should be used for promotion, so don't charge for that. Tumblr is also great for promotion!
