My boyfriend made mine for me with a wordpress template and its hosted on AWS (amazon web services) which is free for the first year but then charged depending on usage afterwards.
The catch with this is that you have to know what you're doing with all the back end of the site.
If you're not technically minded, I believe there's a link somewhere around here where you can create your site with them....let me have a dig around if noone comes up with the answer in the meantime.
