I'll show you what they wrote to me when I wanted to make an account on my own:
"Thank you for your application for a Payoneer card.
Unfortunately we currently cannot offer direct registration for US residents through our website. You are welcome to apply for a Payoneer card through any of our official partners, in order to get paid from them.
If you are already working with one of our partners simply select Payoneer as your payment method and fill in the application.
If you are not sure if the company that you wish to receive payments from is one of our official partners, please give us that company's name and contact information (website address, e-mail), and we will look into this for you.
